Vote of No Confidence in Cllr George Finch Following Code of Conduct Breach

A vote of no confidence has been called against George Finch, the leader of Warwickshire County Council, following controversy surrounding his conduct in office and now the findings that he breached the council’s code of conduct for councillors.

Cllr Jerry Roodhouse said “this is not about age but language and what brought it to a head for me was when Cllr Finch talked of boots on the necks of council officers I felt that was over the top having a go at people who cannot answer back and also this sort of language de motivates staff, we have to call a halt to the this language and serve the residents of Warwickshire”

Cllr Finch, who represents Bedworth Central and is a member of Reform UK, has faced mounting criticism from opposition councillors over a number of incidents during his time as council leader. Opponents argue that his behaviour has brought the authority into disrepute and undermined confidence in local governance.

The motion of no confidence to be debated Tuesday 17th March was brought forward by councillors from multiple political groups, who cited concerns including alleged attacks on council officers, breaches of confidentiality and a pattern of behaviour that they claim disregarded the decisions of the wider council. Jonathan Chilvers, leader of the Green group on the council, stated that the motion was necessary because of what he described as repeated actions that had “abused the office of leader” and damaged public trust.

The controversy follows on from an investigation into complaints about comments made by Cllr Finch regarding a criminal case involving the alleged rape of a child. Complaints were submitted to the council’s monitoring officer, who determined that the allegations were serious enough to warrant an independent investigation.

The investigation examined whether the remarks breached the council’s code of conduct, which sets out standards for councillors, including maintaining public confidence in local democracy and acting with integrity when representing the authority. The process involved an external legal review to determine whether a breach had occurred and what action, if any, should follow.

Under local government rules, sanctions for breaches of the code can include formal censure, removal from committees or other public reprimands, although the wider political consequences can be more significant.

Cllr Finch has rejected criticism of his leadership and described the attempt to remove him from office as politically motivated. He has argued that the vote of no confidence is a “political stunt” organised by opposition parties rather than a genuine attempt to improve the governance of the council.

The vote of no confidence is expected to be debated at a full council meeting, where councillors will decide whether Cllr Finch should remain as leader of the authority. The outcome could have significant implications for the political leadership of Warwickshire County Council
