Rugby Borough Council is updating its local plan. The local plan sets out policies and locations for new development across the borough, and we are obliged to review it every 5 years as a minimum.

The Proposed Submission Local Plan is the document the Council intends to submit to the Secretary of State for Housing, Communities and Local Government to be examined by an independent Planning Inspector. It sets out a development strategy for the Borough for the period 2025-2042, allocates land for development, and includes development management policies to be used for determining planning applications.

The document has been informed by feedback received during the two previous rounds of public consultation – the ‘Issues and Options’ consultation which concluded in February 2024, and the ‘Preferred Option’ consultation which concluded in May 2025.

We invite your representations on the Proposed Submission Local Plan. These should be submitted using the Representation Form and take consideration of the Planning Inspectorate’s Guidance Note and the Statement of Representation Procedure, all of which are available on our website: https://www.rugby.gov.uk/proposed-submission-local-plan. Hard copies are also available at the above locations where documents can be viewed.

All responses must be received by 5:00pm on Friday 13th March 2026.

Consultation responses will be made available for public inspection and will be reviewed by the Planning Inspector. They will be processed in line with the council’s privacy notice which can be viewed here: https://rugby.gov.uk/w/privacy#development-strategy
