Warwickshire Backs Liberal Democrat Plan to Prevent a Lost Generation of Young People

Warwickshire County Council has unanimously backed a Liberal Democrat motion to strengthen support for young people at risk of becoming Not in Education, Employment or Training (NEET), committing the Council to work with employers, schools, colleges and partners to create more opportunities for the next generation.

The decision comes as national figures show that more than one million young people aged 16–24 across the UK are now NEET – the highest number since 2013.

Although Warwickshire has historically performed well, councillors recognised that the end of UK Shared Prosperity Fund support in 2025 and growing national pressures mean the county cannot afford to be complacent.

What the Council Agreed

The motion commits Warwickshire County Council to:

• Develop proposals with the NHS, further education providers, district and borough councils, and the voluntary sector to support young people most at risk.
• Work more closely with businesses, the Federation of Small Businesses, the Coventry & Warwickshire Chamber of Commerce and major employers to expand work experience, workplace visits and careers opportunities.
• Continue a county-wide annual Careers and Jobs Fair connecting young people directly with employers.
• Lead by example by exploring more apprenticeships, supported internships and work experience opportunities within the Council and its supply chain.
• Reaffirm that every young person deserves the opportunity to move into education, employment or training.

"We Cannot Allow a Lost Generation"

Councillor Jerry Roodhouse, who proposed the motion, said:

"Behind every one of these statistics is a young person who wants to work and cannot find a way in. That should shame all of us into action.

"We are not prepared to let Warwickshire drift towards a lost generation. The earlier we support a young person, the greater the chance they will build a successful future."

Councillor Max Langer, who seconded the motion, added:

"Employers across Warwickshire want to help but often don't know where to start. The Council can bring businesses and young people together.

"We cannot blame young people when many have never had the opportunity to gain work experience. This motion is about rebuilding that ladder of opportunity."

The Liberal Democrat Group has consistently made opportunities for young people a priority, including proposals for a Future Destinations Hub to provide earlier support for those at risk of becoming NEET.

By bringing together employers, education providers, public services and the voluntary sector, the Group believes Warwickshire can continue to give young people the skills, confidence and opportunities they need to succeed.
