This year’s budget from Rugby Borough Council includes frozen car park charges and green bin charges.

The difference may appear modest, but the principle matters. Residents should pay no more than is necessary — and every pound raised must be clearly linked to outcomes people can see and feel in their daily lives.

This joint budget does exactly that.


Delivering on the  Corporate Strategy

Strategies are only credible if they are properly resourced. Too often in local government, ambitions are outlined without the means to achieve them. This budget matches priorities with investment. We are not simply publishing plans — we are funding them.

Investing in Healthy Lifestyles

Through the Love Rugby Wellbeing Fund, we are supporting active lives, reducing isolation, improving mental health, and preventing future pressures on services. Prevention is both compassionate and financially sound — supporting wellbeing today reduces costs tomorrow.

Creating Liveable Neighbourhoods

We are investing in park connectors to improve access between green spaces and residential areas, making it easier and safer to walk and cycle. These practical improvements enhance quality of life and support environmental sustainability.

Supporting Allotments

We recognise the growing demand for community growing spaces, healthier food, and social connection. Allotments are part of building resilient communities across the borough.

Empowering Local Communities

We are introducing a Councillor Grants Scheme of £3,000 per councillor. Local ward members understand their communities best. Small, locally deployed sums can unlock volunteer energy, support grassroots organisations, and deliver tangible results. This is democracy at its most immediate and responsive.

Supporting Our Town Centre

Work in the Town Centre remains fully funded — including events and enhanced street cleansing. A thriving town centre requires active investment. Clean streets demonstrate civic pride, and events build confidence and support local businesses.

Transforming the Council

Transformation is not about cuts for their own sake. It is about modernising how we operate, improving efficiency, embracing digital solutions, and ensuring services are responsive, reliable and value for money. A sustainable council must be financially sound and operationally effective.


This budget balances fairness with ambition. It protects residents from unnecessary burden while investing in the future of our borough.
